Based on my conversations with reporters during the past several years,
my understanding is that the industry standard for proofreading is:
1. The reporter's frame of mind is s/he is confident the job is
ready to send to the client at the time it is sent to the proofreader.
2. The reporter proofreads the entire
job one time after putting in the translates and before giving the job to the proofreader.
Please
note that I do not read "dirty" transcripts that are meant for a scopist.
